What happens to the fines that are paid to the courts?

I hope you and your family are well Sir. Thank you for your last
communication. It has been very helpful to me. I only have one question left
that I hope you can answer if you have the time.
Upon intellectual property infringement, what happens to the fines that are
paid to the courts? Are they forwarded to the victims or doI am sorry! those
belong to the Chinese government to pay for court costs and fees of that
nature?

Dear Olga Chapa,
We shall understand the "fines" that you mentioned fully. There are three
kinds of the fines: civil fines, administrative fines and criminal fines.
The money of three kinds fines should belong to the financial ministry of
the country. They can not be paid for courts directly. The money can not be
give to the victims also.
